Drivers should discern that plan by the end of this month, when James White Parkway is slated to reopen. The parkway that carried more than 42,000 vehicles a day has been closed to traffic since Dec. 17. By Sept. 30, Bell and Associates Construction Co. is slated to have the parkway open to traffic. If the company misses that deadline, it loses a $6 million bonus. For every day beyond Sept. 30, the company faces a $25,000 penalty. Ask General Superintendent Jeff Walker with Bell and Associates if he'll meet the deadline, and he smiles.
